He had moved and wished to join another church of the same denomination elsewhere. But he couldn't because of he had been excluded. So he had written a letter to his old church, recanting from whatever it was that had caused the problem. If accepted, he would have been restored to membership in his old church and immediately asked to transfer his letter to the new church. But the Pleasant Run Church would be liable for his behavior at the new church. So they are recommending that Scott be accepted for membership at the new church "under watchcare." In other words, they weren't vouching for him (which relieved them of responsibility). If the new church found him acceptable, then they could let him join there; if not - he wouldn't be allowed membership in the new church.
