Joannah ALEXANDER, widow of Andrew, granted administratorship of his estate; went bond with Rowland MADISON, Peter SIMMONS and Charles SIMMONS. James STUART, John WALKER and Vincent ANDERSON and John WILSON (any 3) named appraisers. Road report from James STUART's ferry on the Big Barren River to John HOUCHINS on Green River; approved. Report submitted by Peter SIMMONS, Lewis WELLS and John HOUCHIN. Sneed DOWISS? [DAVIS?] appt overseer of this road from HOUCHIN's place to the Beaver Dam; Charles SIMMONS from there to STUART's road and that SIMMONS, HOUCHIN and Lewis WELLS allot the hands to work on the road. James SCOTT granted aquadamnum for proposed water grist mill on Beaver Creek. Same for John KING on Buck Eye Spring. Indenture of sale between Joseph DELINDER to George FRAYZER; proved by oaths of Thomas HOLMES and Joseph RELEY/RILEY. Joseph FRENCH appt Constable, took oaths and went bond of David HUDSPETH. Power of Attorney between Joseph LANDSTON and Bennite WILLIAMS. Road report from the Courthouse to Henry GORIN's, thence to James DOOGANS; passes thru lands of Joseph McHENRY, Samuel WHITESIDES, John ESTES (naked fork of Gasper River). Ordered that Henry RENNICK, William RENNICK and Frederick SCAGGS to view for a road from John ROBERTSON's in the Blue Spring Grove to the Elk Lick on Little Barren. Bill of sale between David WALLACE and John McPHERSON; proved by oaths of George MOORE and E W COVINGTON. Ordered that John CURD, George MOORE and Gladin GORIN be appt Commissioners for the letting of the building of the stocks and pillory to the lowest bidder. Ordered that E W COVINGTON, Deputy Surveyor, lay off the prison bounds. John CURD, George MOORE & Gladin GORIN appt Commissioners to let out to the lowest bidder around the jail - to be filled with large stone; logs same size as current jail; door joined with good stock lock; loft filled with stone also. Dudley ROUNTREE's mill site request, jury report. He has to pay Saml ROUNTREE 20 shillings for possible damages to his land. Jury was: John DEFOE, Isaac STETON, Joseph CRAWFORD, Joseph BAITS, Thos BOTS, Daniel WILLIAMS, Michael CAMPBELL, John WARNEL, Henry BELL, Isaiah WATKINS, Isaac WILLIAMS, Natt ROUNTREE. Mill established. Robert MOORE appt Jailor. William ALLISON made motion that the Sheriff shall not collect more than one county levy from him; he being charged with two. David HUDSPETH exempt from paying 1 county levey on account of Bery BRYANT. Indenture and sale between Stephen ARNOLD and wife to Lott NOEL; witnessed by James CAMPBELL and Robert WALLACE. William SMITH and James ATWOOD produced commissions from the Govenor for the time being appting them Justices of the Peace. Took oaths. They joined the other Justices. David KERBY exempted from paying any tax in Warren Co for 1797; he had paid in Montgomery Co. Surveyor to meet the Surveyor of Logan Co 23 July to proceed to run the county line and send a copy to Logan Co. Adjourned. Bailey ANDERSON, clerk. Notes: I have no idea of why the new jail was to be surrounded by large stones and the same to be put in the loft? Any ideas?? I hope you are noting how many of these names also appear shortly in Barren Co as this county is formed in 1798. Also - on the exemption of paying tax for David Kerby; this would mean one of two things. (1) He had just moved to Warren Co from Montgomery Co and had paid his taxes there before moving, or, (2) He owned land in both counties. One could pay their taxes in any county if one owned land in more counties. This is one reason in reading the tax lists, someone might be missing for a year. They were there, but had paid their taxes in another county.
