It is hereby certified, that under and by virtue of the within License, I did, on the 14th day of July 1864 at the house of Harriet Fields in said county, celebrate the rites of Matrimony between the within named James W Templeman and Louisa F Fields and that -an Templeman and Richard Hermann were present and witnessed the celebration.

Additional Comments:
Hermann as a last name for the witness is questionable. The first name of the Templeman witness was actually illegible on the first letter.
