Cleona Blanche ("Blanche") Basham was born on 2 December 1871, Union Star, 
Breckinridge County, Kentucky, to Obediah Peyton Basham and Maria Frances 
Watlington, both also born in Breckinridge County, Kentucky.  Blanche Basham 
married Jesse Edward Payne (on 4 April 1900?), and the couple had one child, 
Ruby Estelle Payne.  Ruby married Noel Merton Cart, and is the "Mrs. Merton 
Cart" identified as the informant on the death certificate.  Cleona Blanche 
Basham Payne is buried in the Walnut Grove Baptist Church Cemetery in Lodiburg, 
Breckinridge County, Kentucky.
