Born Dec. 15, 1928, in Stanford, he was the son of the late R.M. and Mary Letha Powell. He was a deaf educator and administrator, having taught at Kentucky School for the Deaf and other schools, and served as director of Callier Speech and Hearing Center in Dallas, Texas. He was a speaker and consultant on deaf education issues. He received a bachelor's degree from Centre College and a master's degree from Galludet University. He also was an Air Force veteran, having served as a navigator in the Korean War. Survivors include his adopted son, Mark Oppie of Louisville, Tenn.; two sisters, Peggy Murphy of Nicholasville and Mary Roberts of Louisville, Tenn.; and a brother, Josh Powell of Atlanta, Ga. A memorial service was held today in Maryville. A graveside service will be 1 p.m. Wednesday at Buffalo Springs Cemetery in Stanford.
