L. Pleasant Sanders Monroe was born April 30, 1847 and enlisted in the war
at age 16. He was wounded at Burkesville, Kentucky in August of 1864.
Following his death on May 30, 1913, his pension was filed on by Mont
Elliot Corbin on behalf of Pleasant's orphaned children Reed Garnett
Monroe, and Dorothy Ethel Monroe. Mont E. Corbin was appointed legal
guardian of the minors on July 18, 1913 and filed for the accrued pension
of Pleasant Sanders Monroe, as well as a minor's pension for the children
that were both approved for admission on October 30, 1914. On January 10,
1918, Mont Corbin gave his resignation as the legal guardian of Reed and
Ethel Monroe, and John C. Henson was appointed as such. At some point in
time after this, John C. Henson began to draw the pension, up until Reed's
16th birthday in December of 1922, when the legal limit on the pension was
reached. Reed and Ethel were both raised by their maternal aunt, Virginia
Thomas Hubbard-Pike, who was a widow.
The original pension files of Pleasant Sanders Monroe consist of over 70
pages of documents.

On this 18th day of April A.D. 1891, Personally appeared before me - The
Undersigned Authority - within and for the county and state aforesaid -
Pleasant S. Monroe --- aged Fourty Four years ! a resident of Adair County
in the State of Kentucky ! Whose Post Office Address is Cane Valley in
Adair County, State aforesaid ! who being duly sworn according to law -
declares, that he is the identical Pleasant S. Monroe who entered service
during the War of the Rebellion under the name of Pleasant S. Monroe on or
about the 10th day of October 1863 as a Private in Company "L" in the 13th
Regiment of Kentucky Volunteer Cavalry in the War of 1861. Commanded by
Capt John R. Curry and was Honorably Discharged at Camp Nelson in the
State of Kentucky on or about the 10th day of January in the year 1865 by
reason of Expiration of Term of Service.That his personal description is
as follows - Age 44 years - Height Five Feet ten 1/2 inches ! complexion
Light ! Hair Light ! Eyes Black.
That he is now suffering from Pile in an aggravating degree having become
chronic and affecting his whole system.
and that the said disability is of a permanent character, and is not the
result of vicious habits
and that it incapacitates him for the performance of manual labor in such
a degree as to render him unable to earn a support ! and that this
Declaration is made for the purpose of being placed upon the Pensions Roll
under the provisions of the Act of June 27th 1890. That he has not been
employed in the Military or Naval Service, otherwise than as above stated.

Monroe residing in Adair County Kentucky ! whose Post Office address is
Cane Valley in said County and State - being sworn in due form of law - on
oath declares - That he is an applicant for an Invalid Pension on account
of having contracted Piles as the result of of his military service ! and
that the same actually originated in the Service of the United States and
that he has never recovered from the effects of the same ! and that he has
never heretofore filed an application for an Invalid Pension. The claimant
further declares - That he has had no medical treatment for said
disability since the date of his Discharge from said service to the
present time ! but has resorted to the use of such remedies as have been
recommended to him by friends and others but which has given no permanent
relief whatever.

We hereby certify that in compliance with the requirements of the law we
have carefully examined this applicant, who states that he is suffering
from the following disability, incurred in the service, viz: Piles-
He makes the following statement upon which he bases his claim for
Original. Been coming in me ever since the close of the war, but have not
been bad, until the last 14 or 15 years.
Upon examination we find the following objective conditions: Pulse rate,
68; respiration, 20; temperature, 99 1/4; height, 5 feet 10 inches;
weight, 152 pounds; age, 44 years. Piles is revealed by two external pile
tumors, of small size, and a fistulous opening 3/4 inch from anus
complete, several fissures externally, four internal pile tumors, the size
of large beans, one of them ulcerated, with a very red rectum, and great
tenderness - All other organs normal.
He is, in our opinion, entitled to a 8/18 rating for the disability caused
by Piles- ............

who was ENROLLED at Camp Nelson, Ky, under the name of Pleasant S. Monroe
on the 10 day of Oct, 1863, as a Private, in Co. L. 13th Regiment of
Kentucky Cavalry in the service of the United States, in the Civil war,

personally appeared before me, a deputy clerk of the Adair County Court in
and for the County and State aforesaid, M.E. Corbin, aged Thirty four
years, who, being duly sworn according to law, makes the following
declaration in order to obtain the pension provided by act of Congress
approved [June 27, 1890 erased] April - 19 - 1908.:
That he is the legal guardian of R.G. Monroe and Ethel Monroe, legitimate
children of P.S. Monroe, who enlisted under the name of Pleasant S.
Monroe, at Columbia, Kentucky, on the Tenth day of October, 1863, in
Company L, 13th Regiment, Kentucky Volunteer Cavalry - Private and served
at least ninety days in the War of the Rebellion, in the service of the
United States; who was HONORABLY DISCHARGED January 10th, 1865, and died
May - 30th, 1913;
That soldier was not employed in the U.S. Military or Naval Service
otherwise than as stated above.
That he left no widow to survive him, She having died Aug 31" 1911.
That the names and dates of birth of all the surviving children of the
soldier under sixteen years of age are as follows:

That the father was married under the name of P.S. Monroe to Rachel
Hubbard, there being no legal barrier to such marriage.

attorney to prosecute this claim, the fee to be TEN DOLLARS, as prescribed

the said R.A. Sublett obtained his Knowledge by being a member of the
undertakers who furnished her burial-
They state that from their acquaintence and knowledge as above stated that
the soldier P.S. Monroe, and his wife, the mother of the above named minor
children lived to gather up until said wife and mothers death, and futher
state that said P.S. Monroe has not remarried since her death, which
occured as by us above stated.

On this 2nd day of March 1914, personally M.E. Corbin who states that he
is the legal Guardian of R.G. Monroe & Ethel Monroe, who being duly sworn,
declares that Pleasant S. Monroe, deceased, was granted a pension by
certificate No. 708,196, payable by the pension agency at Washington, D.C.
which certificate is herewith surrendered;
that said pensioner died on the 30 day of May 1913, having been last paid
to include the 4 day of May 1913; and that application is hereby made for
the pension which had accrued up to the date of the pensioners death.
He further swears to the truth of the following statements:
That soldier was not paid or employed in the Army, Navy, or Marine Service
of the United States subsequent to the date to which the pension was paid;
That soldier left no widow surviving him, she having died August 31st,
1911.
He further swear that the following are the names, with the dates of
births, of all the children left by the deceased pensioner who were under
sixteen years of age at pensioners death.

In the 5th instant you filed in this bureau a claim for pension in behalf
of the minor children
of Pleasant S. Monroe, late of Co. L, 13th Kentucky Cavalry, which has
been recorded and numbered minors' original No. 1023,377.
Upon an inspection of the paper it is found that, although it was made out
on the blank form for declaration for children under the age of 16 under
the provisions of the act of June 27, 1890, the words "June 27, 1890",
have been erased, and the words "April 19, 1908", have been inserted,
making the declaration a claim for pension under the provisions of the act
of April 19, 1908.
You are advised that the act of April 19, 1908, does not
grant a pension to minors of soldiers or sailoers in their own right, and,
consequently, the erasures inserted, above referred to, necessarily make
the declaration a claim for pension under an act which confers no benefit
upon your wards.
If you desire to make application for pension for said minor children
under the provisions of the act of June 27, 1890, you are at liberty to do
so, using the enclosed blank declaration, which, when properly filled in,
executed and filed in this bureau, will receive prompt consideration.
Further action in the matter is deferred awaiting your pleasure.

personally appeared before me, a Notary Public within and for the county
and State aforesaid, M.E. Corbin, aged 34 years, a resident of Dulworth,
county of Adair, State of Kentucky, who, being duly sworn according to
law, makes the following declaration in order to obtain pension under the
provisions of the act of Congress approved June 27, 1890, as amended by
the act of Congress approved May 9, 1900:
That he is the guardian of R.G. Monroe and Ethel Monroe, legitimate
children of Pleasant S. Monroe, who was enrolled under the name of
Pleasant S. Monroe at Columbia, Ky on the 10 day of October, 1863, as a
private in Company L, 13th Reg. Ky. Vol. Cav. and honorably discharged
January 10th, 1865, having served ninety days or more during the late war
of the rebellion. That the soldier was not in the military or naval
service of the United States except as stated above.
That the mother of said children was married under the name of Rachel
Hubbard to the soldier at Adair County on the 6th day of April, 1902 by
W.P. Gordon; that there was no legal barrier to the marriage; that she had
not been previously married; that he had ..... been previously married.
That the said soldier died May 30th, 1913 at Dulworth Ky; that he left no
widow surviving She having died August 31st, 1911.
That the following named are the only children of the soldier who are now
living and under
sixteen years of age, to wit:

The declaration filed March 5, 1914, is, on its face, a claim for pension
under the provisions of the act of April 19, 1908. The guardian was
advised of this fact and of his rights to file a claim on behalf of the
minor children of the soldier under the act of June 27, 1890. See carbon
copy of letter of March 25th.
On April 13, 1914, a valid claim was filed under the provisions of the act
of June 27, 1890. No further action by this Division appears necessary.

1890, the date of death of the soldier's former wife, Mary Jane, should be
shown by a certified copy of the public record, or the testimony of two

children R. G. Monroe and Ethel Monroe, for whom pension is claimed, from
the time she reached a marriageable age, showing whether she had been
married prior to her marriage to the soldier; also, the testimony of two
persons who knew the soldier from the time he attained a marriageable age,
showing whether he had been married more than once prior to his marriage
to the mother of said children.
There should also be furnished the testimony of two persons who can
testify from actual knowledge, showing whether said children are now
living.

soldier, for pension under the act of June 27, 1890, has been allowed.
This issue may not be enrolled in time for the next quarterly payment, but
the certificate and check will reach you shortly thereafter.
The claim filed by you March 5, 1914, for pension under the act of April
19, 1908, on behalf of said minor children, is rejected on the ground that
said law does not grant pension to minor children in their own right.

By direction of the Secretary of the Interior every guardian or other
person receiving pension in a fiduciary capacity must biennially file with
the official by whom the pension is payable a certificate of the court to
which such fiduciary is accountable, showing that he has accounted to the
court as required by law, and that the account has been approved, or that
the requirement for accounting has been waived by the court, if such is
the fact.
In conformity with such direction you will cause the blank form hereunder
to be properly filled, signed, and attested under seal by the clerk of the
court to which you are accountable in the execution of your trust, and
forward the same to this office with your executed voucher for the pension
due to FEB 4-1917

Special Term, Jan, 10, 1918
At a Special Term of the Adair County Court began and held at the
Courthouse in Columbia, Adair County, Kentucky, on January 10, 1918.
Present; Hon. . . Sinclair, Judge.
This day came M.E. Corbin, Gdn, to Ethel and R.G. Monroe, and (a?????)
(???) accounts as such with the Judge of this Court, and in open Court
tendered his resignation as such, which is accepted by the Court and on
his motion in open Court it is ordered that John C. Henson be and he is
hereby appointed Guardian for said Ethel Monroe and R.G. Monroe. Then came
John C. Henson together with M.E. Corbin, his surety, and (???) (????)
here as such Guardian to the Commonwealth of Kentucky (??????) to the
Court, and said John C. Henson being in open Court took the oath as
required by law."
