Wilfred was born on 31 October 1932 in Triplett, Morehead, Rowan Co., Kentucky.

Wilfred was the son of George Washington Brown and Sadie Jane Clark.

Wilfred married Patsy Lee Carter on 4 July 1957 in South Portsmouth, Greenup Co., Ky.
