Waldo was born 17 April 1882 in Wesleyville, Carter Co., Kentucky, the son of John Wesley Fults and Lavinah Eastwood Danner. Waldo married 16 Jan 1909, to May D. Logan. May was born 13 May 1891 in Enterprise, Bath Co., Ky., the daughter of Laban Thomas Logan and Jennie Belle Clark.

Andrew Jackson "Jack" Fultz, b. 15 Jan 1926;
Dorothy Lou Fultz, b. 15 Jun 1928; and
Leta Jo Fultz Biggs, b. 29 Dec 1929.
Waldo and Mae first lived in Morehead, Ky., where they published the Morehead Mountaineer newspaper and also owned a 5 & 10 store. Waldo also served a term as City Judge of Morehead. They used the resources of their newspaper to print material for Cora Wilson Stewart and her Moonlight Schools. In 1914, they moved to Olive Hill and purchased the Olive Hill Times newspaper, changing its masthead to The Carter County Herald. Waldo served as editor until his death, after which Mae succeeded him as Editor in 1943. Mae was Editor until their son, Waldo, Jr. took over editing the paper. Waldo, Sr. was a member of the Olive Hill Businessmen's Club, Odd Fellows, and the Elks.
