The word "Baby" is written in the lower right hand corner of this photo.

Avanell and Vivian Burnett's brother, Winston, passed away at a little under age two in 1915.
The girls to their little brother as "Baby Winston". This boy appears to be older than two, so his identity is in question.

Note also that his clothing and hairstyle seem out of keeping with a 1915 date.
